Seabrook

Seabrook is a small seaside town on the south coast of England, with a pier, a working harbour and a High Street. Arthur Penrose lives there, retired after thirty years in the police, and was talked back into work by a missing cat. These are his cases: the Penrose Investigations, standalone cosy mysteries by A. Penrose, with his grand-niece Alice doing the research and Holmes the cat on the windowsill.
